    <skos:definition xml:lang="en">The Outer Continental Shelf Environmental Assessment Program (OCSEAP,1975-1985), was a program funded through the NationalOceanographic and Atmospheric Administration (NOAA) to developbaseline data in anticipation of oil development on Alaska&apos;sContinental Shelf. The need for comprehensive geographic dataon the pelagic distribution of seabirds in Alaska and theNorth Pacific has long been recognized. During the OCSEAPProgram millions of dollars were spent to gather data on thepelagic distributions of marine birds and mammals on thecontinental shelves. Ancillary data were routinely collectedon environmental conditions (e.g., ice, temperature,salinity). This work culminated in an atlas on the &apos;PelagicDistribution and Abundance of Seabirds in the Gulf of Alaskaand Eastern Bering Sea&apos; (Gould et al. 1982), which documentedthe at-sea distribution and abundance of 16 common seabirdspecies in Alaska. In addition to this work, extensive reportsby other key investigators!  laid the foundation for ourunderstanding of the pelagic biology and distribution ofseabirds in Alaska.
